Service delivery should prioritize citizens’ expectations – Inspector General of Police Dan Bahadur Karki
IGP Karki instructed that middlemen who try to influence service recipients by promising faster services or offering inducements at police offices should be immediately brought under legal action.
Inspector General of Police Dan Bahadur Karki has directed that performance should prioritize service delivery in line with citizens’ expectations by placing citizens at the center, properly addressing their problems and complaints. He gave this instruction while addressing police personnel on current issues through a virtual medium from the Nepal Police Headquarters on Wednesday.
IGP Karki instructed that middlemen who try to influence service recipients by promising faster services or offering inducements at police offices should be immediately brought under legal action. He emphasized that services should be delivered without middlemen, in a lawful, transparent, prompt, and effective manner. He also directed every police office to arrange citizen facilitators to provide simple and accessible services and to inform service recipients about progress updates via SMS.
He stressed that all police personnel must remain committed to delivering impartial, transparent, and complaint-free services by strictly following the procedures and systems guided by existing laws, in line with the policy of zero tolerance.
IGP Karki highlighted the need to focus on transparent and objective crime investigation. He instructed police personnel to take strict action to control criminal activities at border points, including hooliganism, smuggling, and exploitation of natural resources. He also emphasized that all personnel must demonstrate high professionalism, discipline, integrity, and honesty, and carry out their responsibilities excellently with proper conduct and communication.
IGP Karki stated that effective security plans and strategies should be implemented to prevent criminal activities in respective areas. He also stressed the need for coordinated efforts with concerned agencies to reduce road accidents and increase public awareness.
IGP Karki emphasized the importance of preparedness for potential disasters in respective areas to minimize loss of life and property. He directed that priority be given to disaster preparedness drills and that police personnel should remain in a constant state of readiness. During disasters, maximum use of available resources should be ensured, awareness should be spread in risk-prone areas, and rescue operations should be carried out effectively in coordination with various agencies.
He also instructed improvements in crowd control and management by addressing past shortcomings, emphasizing the proper use-of-force principles and preparedness through regular drills. Additionally, he directed all police personnel to maintain high professionalism while using social media and while performing their duties.
During the program, Additional Inspector Generals Sushil Singh Rathour (Chief of Crime Investigation Department) and Uma Prasad Chaturbedi (Chief of Administration Department) also provided directives on contemporary issues.
The program was attended virtually by central police spokesperson Deputy Inspector General Abhi Narayan Kafle, along with representatives from the Kathmandu Valley Police Office, all seven provincial police offices, Nepal Police provincial offices, highway security and traffic management offices, provincial training centers, special security units, district police offices, and other subordinate units.
